Did the collapse of Communism begin not with Ronald Reagan or the fall of the Berlin Wall, but with an overlooked diplomatic agreement signed by President Gerald Ford in 1975? This lecture explores the surprising story of the Helsinki Accords and their unintended role in undermining Communist rule across Eastern Europe and the Soviet Union. New research shows that Helsinki’s human rights provisions sparked a grassroots movement that empowered dissidents, inspired organizations like Solidarity in Poland, and gradually weakened authoritarian regimes from within. This lecture reassesses a pivotal moment in modern history and shows how an unexpected presidential decision created a “Helsinki Effect” that helped change the world.

Gary Stark, professor of history emeritus at Grand Valley State University, taught German and European history for 40+ years. He has studied, researched, and lived in both West and East Germany (and Berlin) numerous times since 1968. Since retiring from GVSU, he has regularly offered historical lectures for travelers on cruise ships and for adult learners in Grand Rapids.
